You take the calculator's $\arctan(b/a)$ as the argument.
$\arctan$ only returns first- and fourth-quadrant angles. Plot the point: in the second and third, the argument is that value $\pm\pi$. Then check the range asked, usually $-\pi < \arg z \le \pi$.
